Founder's Scholarship Policy

Preamble:

Professor Dr. M Azizur Rahman, Uttara University's Honorable Founder Vice-Chancellor, awards the scholarship for meritorious students so that they gain access to a high-quality university education. A former Economic Advisor to USAID, a renowned Freedom Fighter, and an Economist, Prof. Aziz has established an institution that provides students with high-quality education at affordable tuition fees. This tuition scholarship aims at benefiting the most meritorious students having a track record of exceptional results and it will be available to all Bangladeshi students beginning with the Fall 2023 semester. This scholarship program is to assist students who have earned a golden GPA 5.00 or its equivalent in any pre-university qualifications. Any interruption in study without reasonable cause or cessation of study, delinquency, or disciplinary action at UU will result in the revocation of the scholarship. Upon admission at the Uttara University, this scholarship will be automatically effective on all the students, having required CGPA in their SSC and HSC education.

Policy:

According to Uttara University's tuition scholarship policy, 100% tuition fee waiver for 4 years of under-graduation study is in place for students who have secured GPA 5.00 in both SSC and HSC. However, years of experience have demonstrated that many of these students do not strive to achieve good results later on. As a result, both the concerned students and the university suffer. In light of the proposal to make 100% scholarship conditional so that all these students continue to strive for good results, a committee was formed by the 55th Academic Council. The committee prepared this policy by examining and analyzing various aspects of the matter.

3.2 Profile of students who have passed the program:

• Of the 9 students admitted on 100% scholarship in Spring-2017 (2 students), Summer-2017 (nil) and Fall-2017 (7 students) semesters whose normal duration of the program has already ended, only 2 completed the program with CGPA (3.94 and 3.75) and results of 1 is in process. The remaining 6 students appear to have withdrawn. It may be noted here that 2 students who have completed the program and 1 whose result is in process are admitted in Fall-2017 semester (provision of 100% scholarship to students with GPA 5.00 with additional subjects is introduced from Fall-2017 semester).
4. 100% Scholarship Terms and Conditions :
The committee proposes to impose the following conditions to ensure good results from students benefiting from 100% scholarship:

• a) 100% scholarship will remain valid till the second semester after admission. Scholarships can be deducted from 10% to 50% starting from the third semester based on the results of the second semester. However, it is to be noted that if the CGPA obtained at the end of the program term is 3.70 or above, deducted scholarships will be restored for concerned students after making necessary adjustments (e.g. payment for certificates and transcripts, convocation fee, outstanding lab fees and library fees). This restoration of scholarship will be applicable for those students whose scholarship was deducted for poor (less than expected) academic performance. Deductions made for other reasons will not be subject to restoration. The percentage of scholarship enjoyment and deduction from the third semester will be as follows:

• b) The deduction/tuition fee is to be paid in the semester in which the scholarship deduction is applicable.
• c) Students who unofficially withdraw and start the course later, 40% scholarship will be deducted for the semester in which they have started. The scholarship will be awarded as per the proposed policy based on the results of the introduced semester. Withdrawal for a total of 3 semesters consecutively or intermittently will result in maximum of the scholarship being fixed. That means a maximum of 60% scholarship will be valid for all subsequent semesters.
• d) Students who make an official withdrawal after due approval will have their scholarship for the next semester on the basis of the results of the previous semester.
• e) If there is incomplete in any one or more courses in the result of the semester, 40% scholarship will be deducted for the next semester. However, deduction will not be applicable if the concerned department gives permission to give incomplete examinations within the prescribed semester and takes the examination and sends the result to the examination office within the concerned semester.
• f) In case of failure in any one or more courses in the result of a semester, the scholarship will be deducted by 40% for the next semester.
• g) If reported due to the adoption of unfair means in the examination hall, 50% scholarship will be deducted for the next semester. It means that he will enjoy 50% scholarship benefits in the next semester. Afterwards, based on the result of the semester the scholarship will be disbursed/deducted in the subsequent semesters as per the rules. Nevertheless, if the same student is reported for the second time for the same reason, 50% scholarship will be fixed for the subsequent semesters. This means he will enjoy 50% scholarship in the following semesters.
• h) The student subject to receipt of report with recommendation of peace from the Proctorial Committee/Concerned Department due to involvement of the student in any undesirable behavior/activities against the discipline of the University or against the interests of the department and the University, his/her 50% scholarship will be deducted for the next semester. Later, based on the result of the semester the scholarship will be disbursed/deducted in the subsequent semesters as per the rules. But if the same student is penalized twice for the same reason, 50% scholarship will be fixed for the subsequent semesters. This means he/she will enjoy 50% scholarship in the following semesters. In case of delay in receipt of report due to investigation, ground enforcement will be shown.

5. Implementation of policy:

5.1 Policy Awareness:

• a) At the time of admission, the Student Affairs Officer shall inform the prospective students about this policy.
• b) A list of 100% scholarship holders should be prepared after the admission of a semester and the expectations of the University should be made known to them through a central workshop informing them about the policy.
• c) Necessary arrangements for preparation of list of students and organization of workshops will be taken by the Registrar's office.

5.2 Departmental Responsibilities:

• a) The concerned department shall maintain the list of their students and arrange for necessary counseling of the students by monitoring their conduct, and academic results. Furthermore, after the publication of the results of each semester, the concerned department shall encourage the well performing students to maintain the consistency of their results.
• b) If any student is penalized by the Proctorial/Departmental Committee for indulging in disciplinary activities, the concerned Department shall inform the Registrar Office and the Controller of Examination Office.
• c) The concerned department shall monitor the behavior of ongoing students i.e. students admitted before Summer-2022 in the light of this policy along with their results and take measures for counseling. However, the scholarship deduction will not be applicable for them.
• d) Results should be sent by the concerned department to the examination office as per the academic calendar for proper implementation of the policy. If the results are not sent on time, the scholarship recommendation for the next semester will be hampered.
